Other Ways to Apply for an AP Labour Card

Besides the online portal, construction workers can apply for an AP Labour Card through the AP WhatsApp Governance service or by submitting an offline application to the Labour Department.

Apply Through WhatsApp Governance

Workers can apply for AP Labour Card services through the Andhra Pradesh WhatsApp Governance platform by sending a message to the official Mana Mitra WhatsApp number and selecting Labour Department services.

Offline Registration Process

Workers who prefer not to use the online system can apply for a new Labour Card by submitting an application to the Assistant Labour Officer (ALO).

Complete the labour card application form, attach the necessary documents, and submit the application along with the required fee.

Payment for Offline Applications

Applicants using the offline registration process must submit the prescribed fee and contribution amount as instructed by the Labour Department or the Assistant Labour Officer (ALO).

If a Demand Draft (DD) is required, obtain it in favour of the Andhra Pradesh Building and Other Construction Workers Welfare Board. Attach the DD to your application as instructed.

Because payment requirements may be revised from time to time, applicants should verify the latest amount and mode of payment with the concerned ALO office before making any payment.

AP Labour Card Nominee Rules

When applying for an AP Labour Card, you must nominate at least one person who can receive eligible benefits payable after the worker's death under Welfare Board rules.

  • Nominees should be family members.
  • The portal allows more than one nominee to be added.
  • You must allocate a benefit percentage to each nominee.
  • The total percentage of all nominees should add up to 100%.
  • Nominee details should be updated whenever family circumstances change, such as marriage, divorce, birth of children, or death of a nominee.
  • Death-related benefits, where applicable, are paid according to the nominee details recorded with the Welfare Board.

How Benefit Percentage Works

The benefit percentage determines how benefits will be shared among the nominees.

Example 1: If you add only one nominee, you can assign 100% to that nominee.

NomineeRelationshipPercentage
SpouseWife100%

Example 2: If you add two nominees, you can divide the percentage between them.

NomineeRelationshipPercentage
WifeSpouse60%
SonChild40%

In this example, if a payable benefit of ₹1,00,000 is released to nominees, the wife would receive ₹60,000 and the son would receive ₹40,000.

Note: Ensure that the percentages assigned to all nominees together equal 100% before submitting the application(alert-passed)
.

How to Check AP Labour Card Status Online?

You can check AP Labour Card status by logging into the AP Labour Department portal or through the Mana Mitra WhatsApp service.

Through Applicant login

Workers can check their AP Labour Card application status by logging into the Labour Department portal. After signing in, they can view application details and track whether the application is pending, approved, or requires action. If the application has been approved by the Assistant Labour Officer (ALO), the Worker ID Card can be viewed and downloaded from the portal.

Through WhatsApp Governance

Applicants can also track their labour card application through the Andhra Pradesh Mana Mitra WhatsApp Governance service by sending a message to 9552300009 and selecting the application tracking/status option.

AP Labour Card Renewal Process

If you already have a Labour Card, you’ll need to renew it every year to keep your membership active and continue receiving benefits. The renewal process can be done online on the same portal you used for registration.

After signing in, open the Worker Renewal option under Worker Registration services.

Documents Required for Renewal

DocumentPurpose
Current Labour Card / Registration CertificateVerification of existing membership
Aadhaar CardIdentity verification
Aadhaar-linked Mobile NumberOTP verification
Work ProofProof of construction work performed during the required period
Bank Account DetailsVerification or update of benefit payment information
Recent PhotographIf required by the department during renewal

You must renew and pay your yearly contribution to the welfare fund to keep your membership active. If the contribution remains unpaid for a full year, your membership may become inactive.

In some cases, if a worker is facing genuine financial difficulty, the welfare board may allow a short relaxation of a few months, but this depends on approval from the relevant authorities.

After renewal, you can continue receiving eligible benefits under the scheme.

Acceptable Work Proof Documents

Applicants are required to submit evidence showing that they have continued to work in construction activities. Depending on departmental requirements, acceptable work proof may include:

  • Employer Certificate
  • Registered Trade Union of Construction Workers certificate
  • Contractor Certificate
  • Work Experience Certificate
  • Muster Roll or Attendance Records
  • Job Card Records (where applicable)
  • Other documents accepted by the Labour Department

AP Labour Card Validity

AP Labour Card membership remains active as long as the worker continues to meet the eligibility requirements, including completing the required construction work and paying the annual welfare fund contribution.

Although membership does not have a fixed expiry date, the Worker ID Card may display a validity period or renewal due date as a reminder for annual renewal.

Note: Membership ends automatically after the worker attains 60 years of age. However, workers who have maintained continuous membership for at least three years before reaching 60 may remain eligible for certain benefits as per Welfare Board rules(alert-passed).

Lost or Damaged Labour Card (Duplicate Card)

If a registered worker lost or damaged the Labour Card, a duplicate card can be obtained through the Duplication service available under Worker Registration services after logging into the portal.

The applicant may be required to verify identity and pay the applicable fee before a duplicate card is issued.

Who Is Not Eligible for an AP Labour Card?

This Labour Card is mainly for daily wage workers and labourers who work at construction sites and do not get any job benefits from their employer, such as provident fund (PF), employee state insurance (ESI), paid leave, or similar social security coverage.

The following categories of workers are not eligible for registration under the BOCW Labour Card scheme:

  • Government employees
  • Factory or mine workers (they are covered under separate government protections)
  • Regular private company employees covered under PF/ESI
  • Bank employees or Public sector employees
  • Corporate sector employees with formal employment benefits
  • IT and software professionals

Important Eligibility Clarification

Eligibility is determined by the nature of employment and the type of work performed, not merely by a person's trade or occupation.

For example, a plumber, electrician, welder, or carpenter working as a construction worker on building projects may be eligible for registration.

However, the same worker employed permanently by a government department, railway, or factory would generally not be eligible because eligibility depends on the nature of work, not the trade.

AP Labour Card Grievance Registration and Complaint Status

Workers facing issues with AP Labour Card registration, renewal, payment, or card download can file a grievance directly on the Labour Department portal.

Available Grievance Services

  • New Grievance Registration: Submit a new complaint regarding Labour Department services.
  • Submitted Grievances: View grievances previously submitted through the portal.

  2. Open the Services for Grievance section.
  3. Select New Grievance Registration.
  4. Enter the required details and describe the issue.
