The Government of Andhra Pradesh recently released ₹10,091 crore under the Thalliki Vandanam scheme, benefiting nearly 67.27 lakh students across the state.
However, payments for about 2 lakh students, amounting to almost ₹315 crore, are still pending and no clear reason for failure on the side of GSWS department as well as school education department.
To understand why some payments are still not credited, I looked into the data shared by the GSWS Department, which listed around 36,000 mothers whose Thalliki Vandanam payments had failed.
I personally spoke with several of these mothers to hear their experiences directly.
Through these interactions, I identified a few key issues causing the payment failures and found practical solutions that can help.

1. NBM Shows “Eligible and Payment Processed,” but Payment Not Received
Many mothers told me that their NBM portal shows “eligible and payment processed”, but the money never reached their account.
After checking further, I noticed this issue mostly affects mothers who have accounts in rural banks.
Solution:
Beneficiaries facing this issue should open a postal savings account and link it properly with NPCI.
Postal accounts have been more reliable in ensuring successful credit of Thalliki Vandanam payments.
2. NPCI Link Exists but Payment Still Failed
In some cases, even though the NPCI linkage is already active, the payment still fails. This problem, too, is mostly seen among those with rural bank accounts.
Solution:
The best option here, too, is to open a postal account and make sure it’s linked to NPCI correctly.
This step has already helped several mothers receive their pending payments without further delay.
3. Wrong Data Entry in UDISE (Child’s Name Entered Instead of Mother’s)
Another issue I found is due to wrong data entry in UDISE. In some records, the child’s name appears in the mother’s place, which blocks the payment process.
Solution:
For such cases, the mother can open a joint SBI account with her child, link it to NPCI using the child’s Aadhaar, and get the UDISE details corrected. Once updated, payments can be credited successfully.
4. Payment Failed Due to Mother’s Death – NBM Still Shows Mother’s Name
In some cases, the mother has passed away, but in the NBM portal, her name still appears, causing the Thalliki Vandanam payment to fail.
This issue occurs due to errors from both the UDISE portal and the Secretariat household data.
- In UDISE, the father should be entered as the guardian, but the deceased mother’s details are still listed.
- In the Secretariat, the death status was not updated in the household data.
Solution:
- Update the UDISE portal with the father’s name as guardian.
- Mark the death in household data either through the Panchayat Secretary login in the Secretariat or through the GSWS District Coordinator login.
- Once both updates are completed, the employee mobile app will show the father’s name for eKYC.
- After taking the biometric verification with the father, the pending Thalliki Vandanam payment will be credited successfully.
Final Thoughts
Talking directly with the mothers helped me understand how small technical errors are causing big delays in this important scheme.
Most of these issues — from incorrect UDISE entries to incorrect household data — are fixable, but they require proper coordination between departments and careful follow-up at the ground level.
Several beneficiaries mentioned that they had already raised grievances through the official NBM portal but did not receive any response or resolution. This shows that the current grievance redressal mechanism is not always effective. Stronger coordination is needed between the GSWS and School Education Departments to clear pending Thalliki Vandanam cases more quickly.
Until then, beneficiaries are advised to verify their NPCI linkages, ensure UDISE details are correctly updated through their school or MEO office, and make necessary corrections in household data at the Secretariat level.
